What Recent Court Decisions Teach Us About Officer Decision-Making

Recent Supreme Court decisions are changing how officer decision-making is reviewed. The focus is no longer limited to the final seconds before force is used. Courts are looking more closely at the full sequence of events, including pre-encounter tactics, pacing, communication, discretionary time, and the decisions that shape the outcome before a confrontation peaks.  

In this webinar, Chief (Ret.) Mike Ranalli will examine how recent rulings affect officer decision-making, qualified immunity, and the duty to intervene. Attendees will learn why legal protection after an incident is not the same as sound field practice, and how a stronger intervention culture can help officers recognize risk, slow momentum, and protect one another before a situation becomes harder to control. 

You’ll learn: 

  • How courts may evaluate officer decision-making through the full "totality of the circumstances," including events that occur before force is used.   
  • Why qualified immunity should not be treated as a guide for field decision-making.  
  • To recognize warning signs that another officer may need to be "tapped out" before an encounter escalates.  
  • How to apply duty-to-intervene principles as part of officer safety, team accountability, and organizational culture.
