More Than Passing Time: Safer Correctional Facilities Through Inmate Programs

Tuesday, October 20, 2026 | 1 pm Eastern (60 minutes)

Regular training strengthens performance. When policy and daily practice align, you reduce risk and improve readiness.

Inmate programs are sometimes dismissed as "extras" — privileges or activities just to keep incarcerated people occupied. Inside a correctional facility, however, well-designed recreation, education, treatment, vocational training, and life-skills programs can serve a much larger purpose.

Join Lexipol as 1st Lt. (Ret.) Gary F. Cornelius examines the practical value of inmate programs and recreation. Drawing on his experience as a jail officer and programs director, Cornelius will provide an operational perspective on what it takes to make inmate programming a purposeful, secure, and sustainable part of facility operations.

You’ll learn:

  • How structured inmate programs can improve facility safety while supporting rehabilitation and successful reentry.
  • How to select programming that responds to legitimate inmate needs without compromising security or operational control.
  • Practical strategies for staffing, supervising, and managing programs safely.
  • How to determine whether programs are producing meaningful operational and rehabilitative outcomes.
