The Procurement Playbook

A Practical Guide for Public Safety Leaders

Tuesday, November 10 | 1 pm Eastern (60 Minutes)

Regular training strengthens performance. When policy and daily practice align, you reduce risk and improve readiness.

Public safety leaders are used to making decisions under pressure, but procurement brings a different kind of pressure: thresholds, quotes, approvals, documentation, council packets, grant rules and questions about who needs to sign off before a purchase can move forward. For agency staff responsible for purchases but not formally trained in procurement, the process can feel slow, unclear and difficult to navigate.

Join Marco DeLeon and Dan Brown of Lexipol, along with Jenn Myers from the City of Scottsdale, AZ, for a practical look at how public safety purchasing works and how leaders can approach it with more confidence. This session will explore where purchases often get stuck, which questions to ask early and how to work more effectively with the right partners to move critical projects forward.

You’ll learn:

  • Why procurement processes exist and how they support fairness, transparency, and responsible use of taxpayer dollars.
  • How purchasing thresholds, approval pathways, and documentation requirements can change based on cost, visibility, and complexity.
  • What information and justification public safety leaders should prepare before engaging finance or procurement.
  • How to identify common sticking points that can delay purchases and ask better questions earlier in the process.
  • What to keep in mind when using grant funding or cooperative purchasing, including grant-specific requirements and supplanting concerns.
